Villagers "scared" despite there being no raid

Hey guys, my villagers are stuck on scared baby mode and there is no raid going on...a raid just ended and the red bar was stuck trying to fill back up but with a simple restart of the game, the bar was gone yet my villagers still refuse to trade or come out of their houses despite it being "clear". Any suggestions?
