trying to spawn a wither from custom spawn egg makes a noise but doesn't spawn or exist

The command itself works, but the spawn egg doesn't really do anything exept make a wither noise, even though a wither spawn egg with no tags besides the custom name does work and spawns a wither.

the command and the bug this report is about aply to 1.13 - 1.13.2.
havent tested 1.14 and/or its snapshots (yet at least)
