Pets will not teleport to you onto snow

Running in snapshot 18w50a. Continuing from title, even if YOU are not standing on snow(say if you break the one you are standing on), if you are surrounded by blocks with snow on them pets will not teleport to you. In order for them to teleport, there has to be at least 1 block bare. After some experimentation, carpet is fine, just not snow.
