End cities not generating (properly)

End cities are only generating in the void area between the main island in end and outlying islands. using /locate EndCity gives coordinates in void area NOT an end city. Ran tests on a few maps and managed to find a few cities located over 15000 blocks from 0x 0z. Nothing closer.  Seed I discovered in was -1886558628.
