Problems with loot spawns

ive walked around the outher end islands and found 3 cities but none of them has had any chests and no items on the floor like other people has said. There is only chests in the ships but 2 chests for walking for about 40 minutes is not fun. In the nether fortresses there is always the same stuff in the same spots aswell, One golden horse armor and a golden chestplate. I dont know whats wrong. please help.
