Snowy Village can't initiate Raids

Went into a Snowy Village (several) and tried giving myself Bad Omen effect. 

What I expected to happen was...:
I expected a Raid to begin.

What actually happened was...:
The Raid Boss Bar started filling up. When it reached the end, the Boss Bar went away and the Raid did not begin.

Steps to Reproduce:
1. Go into a Snowy Village
2. Give yourself Bad Omen Effect
