Recipe for Dispenser comes up as Dropper (doesn't insert bow)

When using crafting table to create a Dispenser, the recipe comes up as a Dropper instead, and if I don't manually place the bow, a Dropper is created. This is on a world upgraded continuously from 1.13.2 and happened between 18w46a and 18w48a.
