Plains villages can't be detected with /locate

The "/locate Village" command can't find a new Plains village and reports "Couldn't find that structure nearby" if there are not villages which are not Plains type.

Steps to reproduce:

• Create a Plains buffet world.
• [Optional] Go around for a Plains village.
• Run "/locate Village".
