Villagers spawned with spawn eggs have different trade lists than those naturally spawned.

Villagers that spawn naturally in the world have new recipe lists. For example, the toolsmith no longer accepts coal but rather starts with iron, the farmer no longer trades for potatoes and carrots, you need books right off the bat for Librarians, etc. However, if spawned by an egg, they have the default version's.

Or, the naturally spawned villagers are bugged and aren't supposed to have changed. That's a possibility.
