Neither villages nor the new villages spawn in the default superflat world

How to reproduce:

1. Make a new superflat world
2. Do /locate New_Village and /locate Village

         →  "Could not find that structure nearby"

This hinders me because superflat worlds give me the least lag, and thus is ideal for helping me test bugs that involve villages.
