Dispenser not dispensing water

With the latest snapshot, I just found that dispensers are instead of dispensing water when you place a filled bucket in them, dispensing the filled bucket itself.  Additionally, the dispensers seem to have the default of "On," instead of "Off."  The buckets are shooting out of the dispenser immediately upon placement, as opposed to needing the player to flip a switch or press a button.
