The Reel-in Time Window for Fishing is Unusually Long

What I expected to happen: The reel-in time window after "hooking" a fish to be much shorter (the wiki says it should be about .5 seconds)

What happened: Ever since 1.13 the reel-in time has seemed longer and glitched. Today I tested it and after "hooking" a fish you can wait a whole second before reeling in and still catch the fish.

To reproduce: Enter a world in Minecraft 1.13.2, and fish with a rod. When you "hook" a fish, wait about one second and reel in.
