Pandas' passengers don't move with them

The Bug:

Pandas' passengers don't move with them.

Steps to Reproduce:

1. Summon a husk riding a panda by using the command provided below.

   /summon minecraft:panda ~ ~ ~ {MainGene:"lazy",Passengers:[{id:"minecraft:husk"}]}

2. Throw some bamboo at the panda.
3. Wait for the panda to sit up and start eating it.
4. Take note as to whether or not pandas' passengers move with them.

Observed Behavior:

Pandas' passengers don't move with them.

Expected Behavior:

Pandas' passengers would move with them.
