Can't Breed some horses but it seems to be random but armour increases the chances of them not breeding

Can't breed some horses but it is random, they give off hearts however they aren't attracted to other horses with the hearts.
It seems to be random weather a horse can breed or not.

However having iron Armour on makes this more likely
