TNT can be duplicated using dead coral fans

The bug

Dead coral fans can be used to duplicate TNT. Credit to this video for finding the bug.

Steps to reproduce

Build the following setup: front.png back.png
Place a minecart on the detector rail
Flip the lever, then flip it again
Flip the lever once more
→ Notice the TNT duplicated
