Can't place rails, redstone, and other blocks that need a solid block below on Soulsand

Rails cannot be placed on soul sand, and when a piston tries to move a rail onto the soul sand, it breaks the rail. This also affects other blocks such as redstone dust.

This first started happening in 18w46a; it was not present in 18w45a.
