Contents of shulker boxes disappear upon restarting server or singleplayer world

Steps to reproduce:

1. Go into a world on version 18w46a
2. Place items into the shulker box
3. Restart the server or leave and reenter the singleaplyer world
4. All items in the shulker box will be gone
