Patrol leaders don't despawn

Patrols spawn frequently, the beasts and the patrol memebers despawn but the banner-headed leaders seem to stick around forever. They tend to wind up in the same area - there are 5 of them in the bay near my village right now spinning around in place. They have survived scheduled server restarts.
