Nether portal duplication bug in snapshots

It's hard to explain but the video shows how it is done. You need to go back and forth in a nether portal with a dropped item until it duplicates. I haven't been able to recreate it in 1.13.2. I have done it both in singleplayer and multiplayer multiple times.
