Inconsistent scoreboard tracking when climbing scaffolding blocks

The bug

When climbing up a scaffolding block, the scoreboard criterias  [minecraft.custom:minecraft.jump] and [minecrat.custom:minecraft.climb_one_cm] track the player's movement and tick up. When climbing down, there is no criteria that tracks the score. I expected  [minecraft.custom:minecraft.sneak_one_cm] would track this movement, but that was not the case.
