Scaffolding Block glitching on glass pane

When a scaffolding block is placed on top of a regular glass pane or colored glass it shakes and glitches, which seems to be the block trying to turn into a falling block, but failing to. This also happens when the block is stacked. Also, when the glass pane is broken, it falls to the next block, instead of breaking. 

When I ran the command /kill @e[type=minecraft:falling_block], it did not destroy the scaffolding block.
