Nether portals sync incorrectly

Yes, yes, yes, there is another report on this bug. Basically, portals in the overworld will take you to only 1 portal in the nether if there is only 1 portal.

Example, I create a portal in the overworld at 0, 0. The portal creates a portal in the nether at 0, 0. Next, I create a portal in the overworld at 8000, 8000. The portal links to the portal in the nether at 0, 0 when it should actually create a portal at 1000, 1000.

One workaround is to manually create a portal in the nether at the supposed coordinates. Then, it'll link correctly. It's still a bug nonetheless so eh go fix it please.
