Jungle biomes appearing where they shouldn't in world from 1.10.2 when loaded in 18w44a

When I load the world in 1.13.2, everything is as it should be, but when I load it in 18w44a, pretty much the entire world becomes a jungle biome. The map in the pictures is Future CITY from Planet Minecraft if anyone wants to try this for themselves.
