Cannot scroll 'Video Settings' 'Play Multiplayer' or 'Controls' by dragging mouse in the window

The bug

I can't scroll the 'Controls' screen 'Play Mulitplayer' screen or the 'Video Settings' screens anymore by clicking on them and dragging the mouse upwards.

How to reproduce

1. Open the Controls menu
2. Click on the center of the screen and drag upwards (think "touchscreen")
   → Nothing happens!

This also happens on the 'Video Settings' screen if the GUI Scale is large enough to use a scrollbar.

There are existing bugs for the scroll bar not working properly. This is the inverse. The scrollbar works fine, it's just dragging upwards that doesn't.
