Wither Rose and Cactus will not take damge to the player when on a flower pot

Basically, when ever you put a Wither Rose on a Flower Pot it would not wither you when you stand on it.

 

1. The first picture shows how its suppose to work.
2. The second picture is me not taking damage on top of the flower pot
3. The third picture is my house in 1.14 snapshots 

 

Also I found out that you don't take damage on cactus in a flower pot as well...

 

Anyway I hope this helps and is a bug
