Mobs don't run from a Wither Rose

In the snapshot, 18w43b mobs do not run to save themselves when inflicted with the wither effect from the new Wither Rose flower.

 

How to reproduce:

1. Open a world In snapshot 18w43b.
2. Place a wither rose on the block beneath a mob
3.  The mob will not try to escape it's death
