Flame on the Crossbow does not work

What I expected to happen was...:
I expected to be able to fire Arrows that were on fire.

What actually happened was...:
The Arrows weren't on fire at all

Steps to Reproduce:

1. enchant crossbow with flame
2. shoot crossbow with flame
