Fishing Underwater

What I expected to happen was...:
The thing on the fish line would float upwards

What actually happened was...:
It just did not float and I caught a fish!

Steps to Reproduce:
1. Go into the ocean and press f5 once
2. Start the swimming animation
3. Have a fishing rod on you  and start holding in the left click button

4. After a bit, you should see the thing on the fishing line not moving.

5. Stop fishing. If you stopped when the fishing line was out you can now fish underwater.
