Boats floating on top of water will not sink when the area above them is flooded

When a boat is underwater the default behavior is to sink. However, if a boat is placed on the surface of the water blocks and then the air the boat is in is flooded, the boat will not sink but stay suspended as if it were still on the surface. The boat is not ride able.

Steps to reproduce: Place a boat on the surface of water.

Flood the area above the boat with water sources.
