Can't place levers or buttons with tag CanPlaceOn again when broken using tool with CanDestroy tag

Can't place levers or buttons with tag CanPlaceOn again when broken using tool with CanDestroy tag. 

 

How to reproduce:

1. Switch to an Adventure mode
2. Do command "/give @p lever{CanPlaceOn:["stone"]}" and place lever on stone
3. Do command "/give @p minecraft:wooden_axe{CanDestroy:["lever"]}" and break lever
4. You are no longer able to place lever on stone.
