Can't enter servers

I'm trying to play on Hypixel with my friend, and it doesn't let me do it. However though, when I try to connect, it fails but it says this one thing:"java.net.ConnectException: Connection refused no further information". I don't know if it's the Desert Diamond Hotel's public Wi-Fi that doesn't let me play, but I want to fix it. Please help
