TNT will not turn on

If you are crouching and use a flint and steel on TNT it will not ignite just setting the block beside it on fire. On the other hand if you raise the TNT block up by either making it float or within a block pillar the side of the TNT block will get the fire animation for around 2-5 seconds then ignite the TNT block.
