Villager tagged as "Invulnerable" still transforms into Witch when struck by lightning bolt

A villager summoned with the Invulnerable tag still gets transformed into a witch when it is struck by lightning.

 

Steps to reproduce:

1. Spawn an Invulnerable villager using /summon villager ^ ^1 ^2 {Invulnerable:1b,CareerLevel:1}
2. Summon a lightning bolt with /summon minecraft:lightning_bolt

It seems that this is a returning issue, as MC-96261 and MC-99236 have been fixed previously.
