Rain particles in nether when fastly loading chunks

The bug

When fastly loading chunks/terrain in the nether, you'll see rain particles.

How to reproduce

Go to the nether, teleport far away.
Observe the rain particles and if heigh enough snow particles.

Similar to ~~MC-85175~~, but marked as incomplete year ago and mobs do not seem to spawn on, thats why I made a new ticket.
