Leaves do not detect when a tree is grown

I am attempting to build a tree farm and notice that when one of the trees grow, the leaf that I have setup with an observer does not actually detect the grown tree. In 1.13.1, the leaves when next to a log update due to the decay factor of the leaf. However, a tree when grown does not update these leaves
