Kelp grows beyond water, and makes new source block

Some kelp randomly grows past the water level, and creates a new source block. This has happened in a square area, but also to single bits of kelp. The square area was approximately 2x2 chunks big, but did not perfectly fit within the chunk borders, as shown in one of the pictures
