Ender Dragon Head can't be powered via Debug Stick

I can use the Debug Stick to power Doors, Trap Doors, Redstone Lamps, etc (basically anything that can receive a Redstone signal). When I went to use the Debug Stick to power the Ender Dragon Head, it rotated instead. I tried to cycle to an "on mode" using the Debug Stick, but there wasn't one for the Ender Dragon Head, only the "facing mode".
