Banner Does Not Swing

In the 1.12.2 version of minecraft, banners had an animation that caused them to swing slowly back and forth. In version 1.13.1 when I placed a banner, I noticed that it didn't have this animation. It sat still and didn't swing. Let me know if this a bug, or if you guys removed this on purpose. Thanks!
