Seeds won't grow up (light level 0)

I was searching for some answers before posting this but it seems like nothing has helped. Every time when I want to plant a wheat it just doesn't work. It doesn't want to grow, I've realised that there is 0 light level on the block where the seed is but that's all. I cannot investigate why this happens. 
PS. Seeds are not growing anywhere on the minecraft world.
