Trying to buy empty map from cartographer results in crash

I'm trying to buy an empty map from a cartographer, I can buy the map and put it into my inventory, but after that, the game doesn't work properly anymore. Villagers and other entities stop moving, using tools or hands on blocks just makes them disappear, any change to the environment doesn't get saved when saving, when I reload the world after trying to buy the map it just brings me back to the last save before trying to buy the map.

This also means I cannot buy maps to ocean monuments or woodland mansions because I can't progress with the trades.
