Exiting minecart places player below surface level

Often when exiting a minecart, the player is put a half block below ground level and takes damage.  This is moderately annoying and I can jump up and out.

Today however, I exited at bedrock which put me below bedrock and I was unable to jump out and just took damage until I died.

(I opted to restore from backup and lose work rather than lose my enchanted diamond armor and tools)
