When exiting boat in 2-3 block high space, player will glitch through blocks

Discovered when riding an ice highway through the end, this behavior did not occur in MC 1.13.  When exiting the boat, the player glitches through the roof of the area or through the floor into the void.  Could be exploited in other instances potentially, such as getting above the roof of the nether.
