Stuck on Loading Terrain

When I try to join certain servers, it does not let me. It shows me "Loading Terrain" and then times out. However, if I try to join Mineplex or Hypixel, it doesn't have this error. This is a completely random error because hours before, it was letting me play 1.13 fine.
