Local Brewery Advancement if you put in and take out empty bottles

If you put an empty bottle in a brewing stand and then take it out again you get the local brewery advancement without creating a potion. It also works with water bottles. The only way to confirm this bug is to test it as photos wouldn't really prove anything.

I don't know if this affects other versions as I have only tested it in 1.13.1 pre 1 so far
