Phantom NOT spawning in the aquatic update

Hi I am here to tell you that phantoms are not spawning in my survival world.thankfully you let me play the game and we have stayed up for about 10 minecraft days on 2 of our real days and we heard the grunting of the mob b but no sign. This isn’t on aquatic part 2.
