1.13 won't load

I open the launcher fine, I press play on 1.13 fine, I see the Mojang logo and then the main menu. Once I see the main menu, I see the ocean/underwater background, I see Singleplayer, Multiplayer and Minecraft Realms, Options and Quit Game. It says the version on the bottom right and everything, but I can't click anything and if I do click. I see my mouse turn into a blue circle and the Game goes into "Not Responsive", I then have to close out of the game. I have reinstalled the game and deleted .minecraft folder, I have even taken out all the resource packs that weren't 1.13 and mods. Though nothing works. Please help.
