1.13 endermenspawns very strange in the end

This world has only been played in snapshots of 1.13. And ever since a few weeks back there haven't been any endermen spawning in the end. So I went to check the end city and there were 20-30 endermen outside the end city portal. I went further in to the end city and couldn't find any other endermen.
