Custom tags don't work in the game

I was testing out a custom tag for the Terracotta and stained Terracotta blocks for my custom crafting recipes, and when I loaded the recipes with the tag, they didn't work in the game. I made the tag just how the other in-game tags are. I was wondering, if this is intentional behavior, it would be nice for players to add their own tags.
