Time not adding correctly

I know this bug has been reported like 10000 times, however I still don't get it why isn't it getting fixed. It's like reallllly old, and I guess its easily fixed too...

Let me explain the issue we all have:

command block on repeat with the command:

time add 100

 

Why isn't this getting fixed already?
