Villagers that grow up in flowing water get stuck in place

Villagers that grow up into adults in flowing water appear to sometimes get stuck into place until the water is removed and then replaced. They can't even be pushed by the player or other entities (with or without water) until the water flow is removed (and sometimes replaced). Can't fully be certain, but it seems to happen 2 blocks away from the water source block. Have not tested if this bug affects other entities that grow up.
